Biography

Holding a Master’s degree in Lands and Property Law from the Royal University of Law and Economics and having completed the Lawyer Training Center programme, Mr. Moeun advises clients on the full spectrum of real-estate, land, construction and property matters, with specialised focus on the legal architecture of REITs. He assists in structuring REIT-like vehicles, advising on the acquisition and holding of underlying Cambodian real estate, navigating foreign-ownership restrictions applicable to land and strata-title assets, and coordinating the property-law and securities-regulatory requirements that govern units or interests offered to investors. His service with the Ministry of Land Management equips him with practical command of cadastral procedures, land registration systems, urban planning requirements and construction licensing—critical elements for the underlying asset base of any REIT or property investment vehicle in Cambodia.
