Insurance Licensing & Regulatory Authorization
The insurance sector in Cambodia is supervised by the Insurance Regulator of Cambodia (IRC), a specialized division of the Non-Bank Financial Services Authority (NBFSA). Under the Law on Insurance (2014) and the Sub-Decree on Insurance (2021), any person wishing to conduct insurance business must obtain a license from the IRC before commencing operations. We assist applicants through the full licensing process for:
• Life insurance companies, general (non-life) insurance companies and composite insurers (minimum capital typically equivalent to SDR 5 million for life or general; SDR 10 million for composite).
• Micro-insurance companies (minimum capital KHR 600 million).
• Reinsurers.
• Insurance brokers (minimum capital KHR 400 million), agents (KHR 80 million), loss adjusters, actuaries and insurance claim-management companies.
Foreign insurers must establish a locally incorporated public limited company; branches of foreign insurers are not permitted to underwrite local business except under limited exceptions. Licensing requires demonstration of financial soundness, professional competence, fit-and-proper management, and compliance with risk-based capital and deposit requirements. We prepare the application dossier, coordinate with IRC, and advise on ongoing prudential obligations after license grant.
