Prakas No. 093 on the Issuance of License and the Management of Digital Asset Business, issued by the Non-Bank Financial Services Authority and administered by SERC, establishes the licensing regime for Digital Asset Service Providers (DASPs) and Digital Asset Agents (DAAs). Digital assets are defined by reference to the Cambodian Financial Technology Development Policy 2023-2028 and are treated as financial instruments / a type of securities. The Prakas applies to investment-purpose digital-asset activities and expressly excludes payment transactions involving digital or virtual assets (which fall under National Bank of Cambodia rules).

Permitted DASP activities include one or more of: digital-asset intermediation and commissioning; operation of digital-asset trading platforms and digital-asset derivative instruments; person-to-person trading; digital-asset investment advisory; creation, direct sale, marketing and dissemination of digital assets.
