The regulatory landscape for digital assets in Cambodia has evolved significantly with the NBC’s Prakas on crypto assets and SERC’s Prakas 093 on digital-asset business licensing. We advise clients on the current perimeter—what is permitted, what requires a license from NBC or SERC, and what remains restricted—and on the structuring of compliant offerings. Services span sandbox applications, DASP and agent licensing, AML/CFT frameworks, tokenization of real-world assets, Web3 project structuring, and ongoing monitoring as the rules continue to develop. Given the rapid pace of regulatory change, cautious structuring and early regulator engagement are essential.
