• Trust companies (legal entities) – minimum capital requirements currently approximately USD 1.5 million for public trusts, USD 1 million for commercial trusts, USD 500,000 for social trusts and USD 150,000 for individual trusts, together with a security bond of 15 % of minimum capital deposited with the National Bank of Cambodia.

• Independent individual trustees and individual trustees of a trust company.

• Trustee operators providing custody or retention / escrow services (including licensed commercial banks).

Licenses are typically granted for an initial period of two years and are renewable. We prepare the full application dossier, coordinate fit-and-proper assessments, capital and governance documentation, and manage the TR review process. We also advise on branch establishment under Prakas No. 012 (January 2026), which sets detailed human-resources, operational and approval requirements for the opening of trustee branches.
